According to 49 CFR Part 40, any person designated to supervise a DOT regulated employees must receive at least 60 minutes of training on alcohol misuse, and at least an additional 60 minutes of training on substance abuse.
The training should include the physical, behavioral, speech, and performance indicators of probable alcohol misuse and use of controlled substances.
A DOT regulated employee must never report for duty or remain on duty requiring the performance of safety sensitive functions when the employee tests positive for any of the following drugs:
The reasonable suspicion training program will include signs and symptoms of misuse of all drugs listed above. This will help the supervisor determine whether reasonable suspicion exists to require an employee to undergo testing.
A good training program will provide a checklist that will help the supervisor document what they have observed, before sending the employee for testing. The supervisor will learn how to handle these difficult situations and have a chance to practice this during the training.
